The U.S. Environmental Protection Agency (EPA) has formally proposed expanding the Greenhouse Gas Reporting Program (GHGRP) under 40 CFR Part 98 to include approximately 2,400 additional industrial facilities. If finalized, this would bring the total number of reporting entities to over 10,000 — covering 85% of U.S. industrial emissions.
Who is affected?
The proposed rule targets mid-sized emitters that previously fell below the 25,000 metric ton CO₂e reporting threshold. Sectors such as food processing, smaller chemical plants, metal foundries, and certain manufacturing subsectors will now face mandatory annual reporting.
